A petition has been submitted to the Inspector-General of Police, IGP Olatunji Rilwan Disu, calling for an investigation into the appointments of the Provost and Registrar of the Nigeria Police Academy (POLAC), Wudil, Kano State, over alleged violations of the Nigeria Police Academy Establishment Act, 2021.

The petition, dated October 26, 2026, and signed by Dr Moses Ichongo Ukeh and Professor Goddy Osa Igbaekemen, representing the northern and southern regions respectively, questioned the procedures that led to the appointments of Professor Salisu Adamu Abdullahi as Provost and Barrister Fidelis Ezeogwu Ekpere as Registrar.

The petitioners alleged that the appointments were not preceded by transparent recruitment procedures, claiming that there was no evidence of public advertisement, shortlisting of candidates, interviews or the constitution of an appointment panel.

They therefore asked the IGP to demand the appointment letters of both officials, covering their acting and substantive capacities, to establish whether due process and the provisions of the Academy Establishment Act were followed.

Another major concern raised in the petition relates to the alleged absence of documentary evidence supporting the Registrar’s claimed previous position as a Deputy Registrar at the University of Nigeria, Nsukka (UNN). The petitioners called for verification of his official employment records.

The petition also raised concerns about the Provost’s eligibility and alleged age related questions, urging the police leadership to examine whether his appointment complied with the applicable statutory requirements.

Beyond the appointment controversy, the petitioners accused the academy’s management of subjecting staff to alleged harassment, intimidation, victimisation and witch hunting. They further claimed that administrative disagreements had resulted in multiple litigations involving the academy before courts and the National Assembly.

They also questioned what they described as excessive official travels and allowances, as well as alleged irregularities surrounding the allocation of cadet admission slots.

The petitioners called on the IGP to invoke relevant provisions of the Public Service Rules and conduct a thorough investigation into the allegations.

They further requested that any official found to be under investigation for serious misconduct be made to step aside, where applicable under the relevant rules, pending the outcome of the investigation, to prevent possible interference with official records and documents.

The petitioners said their intervention was aimed at ensuring accountability, transparency and adherence to the law in the administration of the country’s police training institution.
