China’s ruling Communist Party adopted a major resolution on Party self-governance on Thursday, signalling a renewed focus on discipline, anti-corruption and internal oversight while formally setting the stage for the Party’s 21st National Congress in 2027.

The Fifth Plenary Session of the 20th Communist Party of China Central Committee approved a wide-ranging blueprint for what it called “full and rigorous Party self-governance”, placing stricter Party discipline, stronger supervision of officials and intensified anti-corruption efforts at the centre of its agenda.

The four-day meeting, chaired by President Xi Jinping, also confirmed that the Party’s next national congress will be held in the second half of 2027, a milestone gathering expected to shape China’s political direction during its drive towards socialist modernisation.

The communiqué portrayed Party building as critical to meeting economic, security and development goals, while warning that corruption risks, governance challenges and external pressures remain significant.

It reaffirmed Xi Jinping Thought on Party Building as the guiding framework for strengthening Party leadership and governance.

The plenum also endorsed further institutional reforms to strengthen internal oversight, improve management of officials and deepen anti-corruption efforts. In a significant personnel announcement, Zhang Shengmin was elected to the Political Bureau.

The meeting additionally confirmed disciplinary actions against a large number of senior civilian and military officials for serious violations of Party discipline and law, underscoring the leadership’s continued emphasis on the anti-graft campaign.
