PenCom Launches ‘PENCAP’ Portal for Online Pension Data Recapture

​The National Pension Commission (PenCom), in partnership with Pension Fund Administrators (PFAs), is set to launch a new self-service online application, the Data Recapture Self-Service Platform (PENCAP), on February 1, 2026.

​The platform is designed to allow Retirement Savings Account (RSA) holders to update their personal records remotely, eliminating the previous requirement for mandatory physical visits to PFA branches.

Target Audience and Rationale

​PENCAP specifically targets contributors who joined the Contributory Pension Scheme (CPS) on or before July 1, 2019, and have not yet undergone the data recapture process.

​According to PenCom, the initiative aims to address data inconsistencies stemming from legacy records and incomplete documentation, which have historically delayed benefit processing and verification. The commission noted that while the Data Recapture Exercise (DRE) began in 2019, many eligible holders remain uncaptured six years later.

Integration with NIMC

​The exercise aligns with the Federal Government’s directive to harmonise national databases. PENCAP is integrated with the Enhanced Contributor Registration System (ECRS) and the National Identity Management Commission (NIMC) database, utilizing the National Identification Number (NIN) as the primary unique identifier to authenticate contributors.

How the Self-Service Process Works

​The recapture process is entirely digital and accessible via https://pensionrecap.pencom.gov.ng/. To complete the process, users require:

  • ​A device with a camera and internet access.
  • ​A personal email address to create a secure profile.
  • ​Supporting documents for any requested record updates.
  • ​Live facial capture for biometric verification and a digital signature.

​Once submitted, PFAs will review applications within a specified timeframe. Contributors will receive automated email updates regarding the approval or rejection of their requests.

Consequences of Non-Compliance

​PenCom emphasized that completing the recapture is mandatory for RSA holders to access critical pension services. Failure to recapture will prevent contributors from:

  • ​Processing retirement benefits.
  • ​Accessing RSA balances for residential mortgage equity.
  • ​Making withdrawals for temporary job loss.
  • ​Transferring RSAs between different PFAs.

Commitment to Modernization

​While the digital platform is intended to speed up the DRE through “responsible digitalization,” PenCom clarified that RSA holders who prefer in-person assistance may still visit their PFA branches.

​”The deployment of PENCAP aligns with PenCom’s broader commitment to innovation, transparency, and operational efficiency,” the Commission stated, adding that the move is expected to bolster public confidence in the pension industry.
