Kwarra Completes Tenure At NPC, Hands Over Leadership.

The National Population Commission (NPC) has announced the completion of the tenure of its Executive Chairman, Hon. Nasir Isa Kwarra, marking the end of a defining era in the Commission’s modernization and reform drive.

In a statement signed by the Director of Public Affairs, Samiat Olabimpe Lawal, the Commission noted that Hon. Kwarra was appointed in October 2020 by former President Muhammadu Buhari and has since led the NPC through a period of institutional renewal and technological transformation.

According to the statement, Kwarra’s tenure provided “clear direction, professionalism, and strategic focus,” repositioning the Commission as a data-driven institution committed to evidence-based national planning.

Under his leadership, the NPC recorded significant progress in census preparedness, digital mapping, and geo-spatial innovation paving the way for Nigeria’s first ever digital Population and Housing Census.

Among the Commission’s landmark achievements were the implementation of the Electronic Civil Registration and Vital Statistics (e-CRVS) system and the National Geo-Referenced Infrastructure Geo-Spatial Data Repository—initiatives that modernized Nigeria’s demographic data infrastructure and enhanced evidence-based decision-making across government levels.

Lawal further stated that the outgoing Chairman strengthened inter-agency coordination and deepened partnerships with key international development organizations, including the United Nations Population Fund (UNFPA), World Bank, UNICEF, and the United Nations Economic Commission for Africa (UNECA).

Kwarra’s administration also prioritized staff welfare, capacity development, and institutional accountability, fostering a culture of innovation and service excellence within the Commission.

Following the completion of Hon. Kwarra’s tenure on October 28, 2025, Hon. Muhammad Usman Dattijo, the Federal Commissioner representing Niger State, has assumed office as Acting Chairman of the NPC.

He will serve in this capacity pending the swearing-in of Hon. Aminu Yusuf (Talban Wushishi), who has been appointed as the substantive Chairman by President Bola Ahmed Tinubu. Hon. Yusuf’s appointment has been confirmed by the Senate and will take effect upon his formal inauguration by the President.

The Commission reaffirmed its commitment to ensuring a smooth leadership transition, sustaining ongoing digital reforms, and strengthening institutional momentum toward credible, technology-driven demographic management in support of national development.
