2025 Promotion Exercise: NCSCN Clears NCC Of Bias, Victimization Allegations

The National Civil Society Council of Nigeria (NCSCN) has absolved the Nigerian Communications Commission (NCC) of allegations of bias, victimization, and regional marginalization in its 2025 staff promotion exercise, following weeks of controversy and petitions from within and outside the Commission.

Addressing a press conference in Abuja, the Executive Director of NCSCN, Blessing Akinsolotu, said the Council’s independent investigation revealed that the promotion exercise was conducted in line with public service rules, the Commission’s manpower plan, and the Federal Character principle.

Akinsolotu explained that while some staff members who passed the promotion examination were not elevated due to limited vacancies, there was no evidence of deliberate injustice, discrimination, or victimization.

The Council also commended the current leadership of the NCC for its commitment to professionalism, accountability, and transparency in the telecommunications sector.

Speaking further, Comrade Ofomtti Christopher, Executive Director of the Integrity Advocacy for Development Initiative, emphasized the need to “examine facts and engage key stakeholders to understand institutional and natural constraints, rather than attributing challenges to deliberate exclusion.

It would be recalled that petitioners operating under the name Concerned Staff of NCC had accused the Commission’s leadership of suppressing outspoken employees and conducting the promotion examinations under unfavorable conditions including during the Muslim Ramadan and Christian Lent fasting periods. They also alleged marginalization of certain states and regions
